Manufacturing Competitiveness Enhancement Programme (MCEP).

The Manufacturing Competitiveness Enhancement Programme (MCEP) was launched by the DTI in June 2012 and is set to be in place until 31 March 2018. The programme is available to existing South African registered Companies, Close Corporations and Co-Operatives that are involved in manufacturing / agro-processing (Standard Industrial Classification – SIC 3), engineering services that support manufacturing and conformity assessment bodies (SIC 88220) that service the manufacturing sector.

The calculation of the MCEP Grant is determined by the size of the business (Total Assets at Cost) as well as the average Manufacturing Value Added (MVA) of the applicant entity. Once calculated, the MCEP Grant can be used to partially fund (50% - 30%) qualifying Capital Investment / Green Technology and Resource Efficiency costs. Non Capital expenses that qualify in terms of the programmes Enterprise-Level Competitiveness Improvement component can be claimed back at a rate of between 70% - 50%

Applications in terms of the MCEP programme must be submitted to the DTI at least 60 days prior to embarking on the qualifying intervention (non-capital expenses) or the commercial use (commissioning) of any qualifying capital investment / green technology and resource efficiency costs.

The MIP was terminated on 20 September 2013.

No new applications will be accepted, though existing contracts will be honored by the DTI.

New companies may qualify for the MCEP into the future, subject to a revision of the current MCEP guidelines.
